GPS allowance during regattas

Dear SACA,

Following the WGM in Aarhus, the IACA has asked a Technical Committee to decide wheter GPS are allowed or not. Here are a few points explained by Stefano Sirri, president IACA.


Point 1
I would like to point out that the Technical Committe has been asked at the last WGM to do his work on some points. Members have been elected by all NA and there are no reasons we haven't to trust them, even if we don't like the decisions made. I thank Greame and the other Commitee members for their work and I ask them to go on the other issues reported in the WGM minutes.

Point 2
I can confirm what Daniel says. I've checked all my records and there were a clear will in 2007 to allow GPS, but probably the wording of Rule 16 (worked in 2007 by Dieter Melcher, Ian Johnson, Patrick Balbo, Piet Saarberg and me) was not clear. And what is not clear after a while needs and "interpretation".

We have to be careful to avoid another mistake like this in the future and it should be better to work on the wording of rule 16.

Point 3
The situation now is that GPS is not allowed. In my last e-mail I've asked all NA if there's a proposal to modify rule 16. Our Constitution shows a clear and simple way to modify rules, but we have to follow the procedure because this guarantees all members.

Lors de l’AG de l’Afcca qui s’est tenue à Port Camargue, la question a été posée quand au droit ou pas d’utiliser un GPS en régate.

Pierre Michelon nous a dit avoir écrit à l’ISAF ce sujet, voici la réponse :

Dear Pierre,

The A-Cat class rules are ‘open class rules’ as defined in the ISAF Equipment Rules of Sailing where anything not specifically prohibited is permitted. Therefore, since there is no specific mention of prohibiting the use of GPS units on the A-Cat they are permitted for use during events. I have spoken to the International A-Cat Class Association regarding this matter and they have confirmed this is the case.
